Был принят в 1936. Устанавливал максимальную продолжительность рабочей недели (40 часов) при 8-часовом рабочем дне, а также минимум заработной платы для рабочих, занятых на предприятиях, выполняющих заказы федерального правительства. Запрещал найм подростков моложе 16 лет.
